Results from the Pinellas County Supervisor of Elections, with 225 out of 225 precincts in District 13 reporting, show Republican David Jolly has won the special election with 48.43 percent of the vote.
The district covers most of Pinellas County and was held for more than 40 years by Republican C.W. "Bill" Young, who passed away in October.
Here are the results, according to the Pinellas County Supervisor of Elections:
REPRESENTATIVE IN CONGRESS DISTRICT 13
David W. Jolly (Republican) -- 48.43% -- 89,099 votes
Alex Sink (Democrat) -- 46.55% -- 85,642 votes
Lucas Overby (Libertarian) -- 4.83% -- 8,893 votes
Michael S. Levinson (write-in) -- 0.18% -- 328 votes

The 13th Congressional District has emerged as a potential swing district, having gone for President Obama in 2008 and 2012.
Midterm candidates may draw some lessons from this contest, according to Frank Orlando, who teaches political science at Saint Leo University.
"The Republicans might look and say, 'Wow, David Jolly spent a lot of time linking Alex Sink with Obamacare,'" Orlando said. "It worked. He won. So, you'll be seeing lots of these sorts of attacks."
To hang on to this seat, Jolly will have to win again in the November midterm election.
During Jolly’s victory gathering at the Sheraton Sand Key on Clearwater Beach, supporter and former "Price is Right" host Bob Barker made a video appearance.
“Words that I have waited months to speak: Congressman David Jolly, come on down!” Barker said.
Jolly formerly worked as an aide to Congressman Young, and as a lobbyist.
"For the first time in 43 years, we've held a congressional election with new candidates," Jolly said. "It's bittersweet for many of us. We knew we would be electing a new representative tonight. I am honored, and I am humbled, to have received the support of my community."
Florida’s former CFO Sink conceded the race just before 8:00 p.m. Tuesday. She thanked her supporters at the Carillon Park Hilton in St. Petersburg.
"We know that life brings many challenges, it brings many opportunities," Sink said. "My values have always been to do good, to do good for my family and for my community, and for my state and my country."
To great applause, Sink ended with this:
“And I want to thank you all again, and although we're disappointed, the bars are open. Let's enjoy our friendship. Thank you.”
No word on if she will run again in November.
