The law that was revived prohibits transgender minors from being prescribed puberty blockers and hormonal treatments, even with their parents’ permission.

The U.S. Department of Education issued the rule in April after numerous moves by Florida and other Republican-led states in recent years to pass laws and regulations about transgender people.

The new rule threatens the loss of insurance funds in an attempt to prevent discrimination based on sex, including gender identity. The judge wrote that state agencies faced "imminent injury" because of the rule.
